The OBLEC note to Basingstoke & Deane Borough Council – Land East of Basingstoke – Site 001

Dear Councillor Harvey, Councillor Konieczko and Ms Brombley

I asked Councillor Cubitt about sending the OBLEC Response to the Borough Council and she thought I should
do so.

Please find attached OBLEC’s response to the consultation by Hampshire County Council
(HCC)/Tibbalds on proposed new housing East of Basingstoke – site 001/SS3.9 July 2023.

I would like to comment on the recent consultation process.

HCC and Tibbalds personnel attended the Parish Council meeting here on 4th July. They gave a
short presentation regarding the proposals.
Then there were drop in events at Lychpit Hall on 13th July – the day the proposals appeared on the
HCC website -and at Chineham on 15th July. 

Those of us involved in preparing a response, Parish Councillors, and residents, are volunteers. I started work on our response on Sunday 16th July and members of our committee got together to discuss a draft on Friday 21st July. After that, an amended draft version was circulated for agreement by Monday 31st July. The final response document was e mailed to the HCC Officer onWednesday 2nd August in order to meet the deadline of 6th August.

So we had just over three weeks to respond, taking the start time as 13th July when HCC published
the proposals on their website. This amounted to a guillotine timetable and the imposition of such a
short consultation period cannot be right.

I relay all this in the hope that we will receive rather better treatment from the Borough Council when
Regulation 18 for the Local Plan comes along.
